*Flush with funds the government will want to control inflation by importing food from wherever they get at cheaper prices and flush the markets/bazaars with food items.
*The easy money policy of banks will be eased out yielding place to tighter money (to have effect on inflation too).
*Some ‘Sops’ will be given for farmers to step up agricultural production & productivity. Fresh initiatives will be contemplated that may amount to (but may fall short of) a ‘Second green revolution’
*Fresh look may given to ‘employment generation’ drawing on the lessons learnt from NREGScheme
*A hard look is expected at the whole gamut of education that has been made into a ‘business’ turning detrimental to an average person’s access to good and decent education for his children; though not much can be expected immediately there would be attempts to move this ‘juggernaut’ onto a right path as it ‘education’ for all with equal opportunities has been recognised that India’s future lies in it.
*Though not as part of the budget exercise but because it has impact on it (particularly in long term) the issue of creating some more states either on ‘small state’ bandwagon or ‘perceived grievances, slights and insults’ will be taken up without delay; perhaps there is going to be a novel approach to the concept of ‘province’ (or ‘state’) as the center of a major sub-cultural zone of Indian culture or to equip and empower it to address to the ‘minorities’ or ‘unrepresented’ sections within it, on a political plane.
*Trade liberalisation will continue with many more ‘incentives’ offered to exporters of ‘value-added’ products while toning down the export of primary products (Iron ore, Bauxite or Alumina, Sugar) that used to be FE earners till recently.
*Generally ‘budget exercise’ is followed with eagle-eyes by those engaged in monetarist activities with accent on IT rates and Corporate taxes; with many in the upper brackets making it good would be expected to shed some more rupees into the ‘consolidated fund of India’ by way of direct taxes.
*There would be further and fresh demands by the strategic community for furthering ‘Defence preparedness’; but the ongoing pace of expenditure will be maintained as it is felt adequate to meet both tactical and strategic needs, in the absence of any ‘fresh’ ideas.
